Collaboration Guidelines for NGOs

Understand the principles, permissions, and procedures for NGO participation in correctional reform activities under TRRF.

Overview

TRRF welcomes responsible NGOs to work collaboratively inside Delhi Prisons to promote education, skill development, cultural enrichment, mental wellness, and reformation. The following guidelines define the framework for NGO participation to ensure transparency, safety, and impact-driven outcomes.

Eligibility Criteria
  • Must be a registered NGO/Trust under relevant Indian Act.
  • Minimum 2 years of operational experience in social welfare or rehabilitation.
  • No pending criminal record or FCRA violations.
  • Should align with correctional reform and reintegration goals of TRRF.
Application Procedure
  • Submit online registration form through TRRF NGO Portal.
  • Attach all mandatory documents and project proposal.
  • Await review by the NGO Screening Committee.
  • Approved NGOs will be notified via official email communication.
Operational Conduct
  • All volunteers must carry valid ID cards and PCC clearance.
  • Adherence to prison security protocols is mandatory.
  • Photography or media coverage requires prior written approval.
  • Volunteers must maintain dignity, discipline, and confidentiality.
Scope of Activities
  • Education, vocational and skill training programs.
  • Yoga, meditation, and wellness sessions.
  • Art, culture, and moral development workshops.
  • Legal awareness and post-release rehabilitation support.

Detailed Guidelines

  1. NGOs apply for permission to work in all jails with a detailed proposal for activities to be undertaken.
  2. The desirability of proposed activities is examined by the competent authority.
  3. If found suitable, the proposal is approved by the authorized committee.
  4. Entry passes are issued after verification and receipt of Police Clearance Certificates (PCC).

  • Volunteers must uphold confidentiality and integrity while interacting with inmates.
  • No exchange of gifts, money, or personal items is allowed.
  • Respect prison staff and adhere to daily schedules during activities.
  • Follow gender-sensitive and inclusive communication practices.

  • All NGOs must submit quarterly progress reports to TRRF.
  • Impact metrics such as participation numbers and outcomes must be included.
  • TRRF reserves the right to review, monitor, or discontinue projects as required.
